I don't understand how she's getting away with this...?

Sounds like a crappy situation. My brother went through something similar to this. He continually stole stuff, acted suicidal, threatened family members, and was just generally mean an trouble causing. We eventually took him to some psychiatric places and figured out what was wrong with him. He was suffering from anxiety and depression. Perhaps she is suffering from something similar that is causing her to act this way.
