Is it my place to say anything to him?

My bf of a year and three months, and I just moved in together for the second time. My bf is a heavy marijuana user. The first time around we moved to a different city so he had no access to it. This time we're back in our hometown so he has access. And its getting to the point where he's stoned all day everyday. He goes through two grams of weed in a two day period. It really bothers me that he smokes so much and sends so much money on it. Not to mention hes promised to take me out several times buthas yet to do it due to money issues. But he has enough money to spend on weed? Unfair to me IMO. So is it wrong of me to say something? And if not how can I bring it up without being too bitchy or controlling?
